'City Keepers' anglo-saxon traidition is bugged (can't build guilds earlier)

Please explain the issue you experienced in the most condensed way possible
'City Keepers' tradition should let you build guilds 'one era early', but it actually does aboslutely nothing, cause you still need to have a 'Large City' to upgrade guilds to level 3 (Carptenter's Guilds).

On the attached screenshot I have 'City Keepers' tradition, but I still need to learn 'Manorialism' first to upgrade my city holding.

Please explain how to reproduce the issue
Play as a character with 'City Keepers' tradition and try to build level 3 guilds.

I am pretty sure that this same bug happens with other similar traditions, but I don't have time and energy to test it.

Is there anything else you think could help us identify/replicate the issue?

This is still a problem in the current game version. Structuring the guild building conditions like this would fix this problem.
  • At least one of these:
    • All of these:
      • Has a Large City Building or it's upgrades
      • The CultureName culture has the Manorialism innovation
    • All of these:
      • The CultureName culture has the Crop Rotation innovation
      • CultureName has the required Tradition (City Keepers
Currently, "Has a Large City Building or it's upgrades" being on it's own is preventing the City Keeper tradition from functioning as intended. It's not a bug but an oversight.
