There is a problem with picture of ruler. I haven't installed any mods, but I have to chose one.

That's not a bug, that's a feature.
Horse culture.

Can happen during lunatic events, as far as i recall and there are or at least used to be other events that can produce horse cultured characters.

You won't get these with "Absurd Events" turned off in Game Rules.
