but this bug is really important

same as summary

If I vassalized Pope and when it comes to crusade, I can't change crusader target.
when I make independant Pope, I can change the target.
It's very wrong

I got enough piety.
It's not about the condition.
It's just a bug.

Please check it.

I would say it is not a bug, but rather a missing tooltip.
You can not change Crusade target while the Pope is not independent or you are involved a war IIRC.
Feel free to report this as a bug, the dev just won't amend it anyway, just like so many real bugs here...
