What mods are you using?
The same ones I have used for hundreds of hours previously.

Please explain your issue is in as much detail as possible.
Basic UI controls are missing (game speed, Road controls [curve,freeform, etc)

Can you replicate the issue? If yes, please explain how you did it.
I just re-installed the game after not playing for a while and rebuilding a new PC.

This is almost certainly a mod hiding them. Try testing with the launch options -noWorkshop and -disableMods in Steam and test on a new city if everything shows up like they should. If it does, you will need to find the mod that's causing problems. Start by removing the ones that affect the UI, like UI Resolution and Resize It. They are most likely to cause this.

How To Set Launch Options

• Right-click on the game title under the Library in Steam and select Properties.
• Enter the launch options you wish to apply in the box (be sure to separate each code with a space). Should look like this:
  

  -noWorkshop -disableMods

• Close the game's Properties window and launch the game.

You are correct. It was the ResizeIT! Mod that is in a fixed position and covered the controls on a wide format Monitor (16:9)
