launcher crashes on cities skyline after clicking play screen goes black and then doesn't respond

What is your game version?
1.12.1-f1 launcherv 2020.16

What expansions do you have installed?
After Dark, Mass Transit, Parklife, Industries, Campus, Sunset Harbor

What mods are you using?
all have been disabled

Please explain your issue is in as much detail as possible.
had to do a factory reset after installing a new ssd. after reinstalling the game the launcher crashes after clicking play screen goes black and then doesn't respond

Can you replicate the issue? If yes, please explain how you did it.

Try and verify your game cache, since your game version is outdated.
Steam version is on 1.13.1-f1
Epic version is on 1.13.2-f1-e14

Please gather both these two informational files, and attach them here:

DXDIAG is a program you run from a command prompt or the Windows start menu 'run' dialog box (or 'search programs' in Windows 7 or later). After running it will open a window and start collecting info with a progress bar in the lower-left corner. When it completes click the 'save all information' button and save it to a file then attach that file here.
