Game doesn't allow to place streets/electrical/water management/etc in my city

E 11.5.1 STABLE, Unlimited Money, Unlimited Oil and Ore, Unlimited Outside Connections, Unlock All.
Please explain your issue is in as much detail as possible.
The City is about 177.000 inhabitants, I've purchased all the areas and used the terrain editor in most of those. I've built some highways and railways that cross all the map, even though I've been building in about 50% of it. I decided to use more less half of monuments/assets/unique building for the parts I've built so far, in order to have other attractions also on the other side of the river that divides my city in two.
One day I found impossible to place any type of street, electrical supply (exept for wind turbines), water supply, about half of the parks in the shop and almost all the Unique buildings among the ones I didn't place before. It is also impossible to place anything linked with public transports, or even modify the lines I've already set.
Every time I try to do one of the actions above, the game shows me the error: "Cannot place any more objects of this type"
The error comes in the same format of classic building errors, such as: "slope too steep" or "Out of city limits" or "Cannot build underwater"
I've also tried to start the same game without the mods, but "Cannot place any more objects of this type" is still there, stopping every new activity. The game can still run, because if i click on Play people and veichles still go on, but in this situation I can only spectate and wait for electricity and water to become too low for the population.
I've never saved the game since the first time I've experienced this error
Can you replicate the issue? If yes, please explain how you did it.
The issue returns every time I start that save. I deleted an other save (an old one I didn't use anymore) on which the error didn't appear (the city was very small, though).
