You have a lot of and one of them is most likely to blame. Try launching the game without any assets at all. If it works you know it's mods and you just need to figure out which one.

  1. Right click Cities in your Steam library
  2. Select Properties
  3. Click Set Launch Options
  4. Paste in the following: --disableMods --noWorkshop
  5. Click OK
  6. Restart Steam
  7. Launch the game

You have a lot of old and broken mods subscribed. Please check all your subscribed mods against this community list of known broken and incompatible mods. Remove any known troublemakers you might have and get replacements where relevant. Remember to enable the new mods and restart the game before loading your save.

If you still have problems after doing this, post a new output_log.txt from that attempt and I'll have a look again. :)

Thanks that seems to have worked.

It seems that it had to do with an ICE model I jused: https://steamcommunity.com/sharedfiles/filedetails/?id=1915749744
