I find playing as the Cardassian Union very painful all around. Does anyone have any guide or tips for playing with them?

Also does anyone know what the clerks reduce ? They have a population symbol with the arrow pointing upward and it says -20 % but I cannot find what this icon means or stands for!!

I am constantly battling high crime and high instability of my planets and I don’t know what their strengths are as playing as them in the first place ?!

Their ships are crappy - weak firepower but good hull strength which can take a lot - still layer on their ships get crappy against federation and romulans ships.

Any tips how to play them successfully ? And how to wage war ?
 
Are you investing in Governors and tasking them to fight crime? Also there are some decisions you can make, spending some resources to knock crime down… iirc, 10%.
 
Yep. I find they don’t do too much surprisingly. I don’t build many mining plots on planets yet I wheats seem to get lots of minerals.

What are there strengths and weaknesses with planet management ??
