I purchased the deluxe console edition but it won't let me download utopia. Help please

This is happening to me as well. My Xbox is showing that I have utopia downloaded until I get into the game where it is not active and redirects me to the store
It doesn't actually download anything, all hitting download does is unlock the content.
Go open Stellaris and see if Hive Mind is an available ethic in empire creation, if it is, then it means the Utopia DLC content is unlocked.
I play on PS4 though, so it might be different on XB1.

The Xbox One issue with Utopia's activation is having a fix deployed as we speak!
Give it a few minutes, try to restart the console in a few moments and it should work!
