Cannot Manually Assign family cell to nursery

With no mod enabled, family cells and kitchen can be automatically assigned to the nursery, but you cannot manually assign kitchen or family cell to the nursery.
Not sure if it's entended (would sucks) or it's a bug. Game version the_rock_1.04 pc steam Jul 17 2020
I think anyone can reproduce the bug by creating multiple family cells and nursery, kitchen and try to assign them manually, but here's the save file from mine.

I have this bug right now. Multiple family cells and can not be assigned to the nursery. Is there a fix for this?

For me, all cells can be signed automatically, but not manually. Seriously I didn't even see anyone mentioning this on the internet

They mentioned something about fixed the bug where you can't link family cells to the canteen today, The bug fix will be live soon, I hope it works.
