Can´t form the Roman Empire as Spain

Hi Everyone,

i´m having a good run as Aragon->Spain while trying to get some Achievements.
Got a lucky PU over France (Succession War against Brabant was a gift) and decided to form Roman Empire and get Mare Nostrum Achievement.

Finally i have all the Provinces, but i just can´t from the Roman Empire.
Can you tell what i´m doing wrong?
