can anyone tell me where I can buy europa universalis II, will not download, but buy it to hold it in my hand. My old plate that I have had for many years broke into two parts.

Considering that the game was released twelve years ago, I think you are in serious trouble if you do not want to download it. It should be quite cheap now on Gamersgate or Steam, and even better you should get For the Glory which should not be much more expensive. I cannot think of a single domain where it is not better than EUII.

Or search for the "Strategy 6pack". That included Hearts of Iron, Victoria, Europa Universalis II, EU2 Asia chapter, Two Thrones and Crown of the North.
Both Eu2 and the 6pack can occasionally be found on Ebay too.
However I agree with Third Angel that if you liked EU2 that you will love "For the Glory". Take a look at the demo:
