No. Wait, perhaps I was at war with some of the nations in the East, which liberated themselves from the Soviet Russia.
But as far as the major powers are concerned, no.

I was not at war with the US in 1918, the northern France was occupied and the French threw in the towel, Britain chose to sign peace afterwards, Entente was defeated.
What happened to Belgium in the meantime, did you annex it or did the peace events trigger as they should?
An event "temporary return of provinces" fired and Belgium was "liberated". The buggy event fired during the peace negotiations with the French, together with many other events (ceding colonies and parts of france).
Did the error message say anything about missing files or did it give any hints at all about the cause?
Not at all. The event showed up, explaining why Germany wants to make France a client state. When I clicked "ok" (or "vorwärts", whatever) the screen blackened and the game crashed. I tried that multiple times and it always crashed.
I edited the event file and removed the command making France a puppet and then it was OK, but I have no idea how would it affect the game.

Anyway, further things that might be relevant:
- I (germany) was mil. controlling Austria-Hungary and I had A-H troops in France when the event fired
- some of my fleets were based at brest
- some other guy than wilson won the US pres. elections
!! - there was a war between France and Spain in 1912 or 1913 I think over Morocco. I am not sure what happened, but some event fired and the Morocco (puppet and an ally of France) declared war on Spain. France steamrolled the spanish, so I switched players and made peace between France and Spain, Spain ceded their one-province colony in Africa. Morocco remained in Entente as a french pupper. Perhaps this have something to do with the crash, I don't know. During the peace negotiations, an event "Morocco to Germany" fired.
