I don't know if this was reported before (seems unlikely judging by the posts in the logged bug subforum). The scenario file has the right pops, but they are not recognisible in-game...

We have updated our Community Code of Conduct. Please read through the new rules for the forum that are an integral part of Paradox Interactive’s User Agreement.
That's because the pop file for this province (and a couple of others), which is the file siebenburgen_east.csv, is not included in the scenario script.
