1. Missions have pre-requisites which don't make sense. If some Catholic took over China, you can bet that the pope would lend Missionary Strength to that Catholic even if the Holy Land hadn't been retaken.

2. The Kingdom of God reform---or some later mission after it, like conquering the Holy Land---should really give the Papal States the Deus Vult CB.

3. It has a lot of temporary bonus rewards without a lot of long-term rewards. For an end-game tag, one which can't even use its own religion, it has relatively little content.
