So I've found to get rid of other empires minerals if you have active sensor link or enough Intelligence on their planet to see armies. I use Xbox One. I have no clue if it works on PS4. Here are the steps.
1: Have Active Sensor link or enough intelligence on a planet to see the army tab.
2: Press the army that the enemy can produce on their planet and wait the time it takes to train. It also removes the minerals it takes from the empires stockpile.
3: The army will appear after the training time is done.
(P.S this works on Pre-Ftl empires and fallen empires.)
