I think you can yes, you can change the enddate for a scenarion to 1792 if you want.
If you'd like to keep on playing after reaching 1792 it's a little more difficult, but if you open the savegame and set back the current date by say 50 years, you'll have some more playing time. Adjustment by more than this period is inadvisable however, as you might encounter historic events again that already occurred before. Don't know what impact that would have on the game.
