As you may see below, the province of Ecuador is the target of a Mass Migration. However, there's no actual MM happening as there is no North Germans Present. I haven't been able to confirm it, but it's been something I've noticed in the past for 1.6. I have a suspicion around the issue, but no actual proof or know-how behind the scenes. Anyways, here are my two cents; it's possible for a province to be both a target of MM while having low Attraction itself, either momentarily or after it becomes the target. Thus, it might "stop" the MM, but it's just a hunch.
