Are Equality Doctrine and Absolute Cognatic law the Only way to Grant County+ titles to Women?

I thought getting to full status of women would allow me to grant titles (county and above; I can already grant temples as pagan) but it didn't. I've taken equality before and it allows for granting titles. I really don't want to switch to A-C (or enatic clan for that matter). I don't see why "full status" isn't full status.
 
Full status still has to adhere to other laws.

Once you have enacted "full status", you must change inheritance laws to true-cognatic, so that women inherit at the same priority as men.

Enatic/enatic-cognatic are only from enatic clans and the hausa bloodline from 867 africa

Thanks. LOL all this time I thought "absolute cognatic" meant the opposite of agnatic.
 
Full status of women unlocks the absolute cognatic succession type, which allows granting titles to unlanded women. The status of women is part of the Conclave DLC, but the landing of women and matrilineal marriages are tied to succession type. It is entirely possible and in fact easy to have full status of women along with absolute agnatic succession, and therefore be unable to even arrange matrilineal marriages.
 
Full woman state is 'game rule' which is setting before start the game.
The gender law is unlock by the law, tech, culture and religions.
Some catholic heretic and pagans allow the female ruler, some culture like the basque and tibet allow the female rulers.
And the pagan reform system with enatic and equality feature will fully lock the gender law at the highest as default, even you don't believe it.
So, you can reform some pagan to get the gender law to save over 3000 tech points and 25 years.
