I cannot see the latest colony perks, such as a bonus on cosmite income, on my commanders - either new or existing, when playing in steam. Game version 1.404.43827

Steps to reproduce the issue
When trying to start a new planet in steam I noticed that I cannot select perks like the cosmite bonus. When attempting to use commander customization from the main screen, and selecting a commander with this perk, the game crashed. Error was sent, and dump name AOWPF_Crash_2023-02-05-11-05-51_ABA88843.tcd
