An idiots guide to changing the location of my capital city and my national culture

I want to reocate the capital of the British empire to Cape Town or Delhi, and to adopt the relavent local culture as one of my national cultures-how do i do this, baring in mind that i havnt got a clue how to modify anything to do with games, and dont know what im looking at AT ALL
