A week or two ago, I saw a mod in the Workshop that claims to allow this to happen, but since it overwrites what sounds like a very core game data file, I decided not to use it.
I think it should be made a feature of the vanilla game, though. If the game truly implements Clerk Jobs as Jobs-of-the-last-resort, Jobs done only if no other Jobs can be found, including causing POPs working in Clerk Job slots to auto-migrate to planets where Job Slots of other more valuable types are open, or at the very least if those free Job Slots are Specialist (or Ruler) Stratum ones.
That will go a long way to make Clerk Jobs more tolerable. As it is, I have to remember go to each of my planets, once per game, and close all Clerk Job Slots, after the point in time where the first Clerk Job Slot appears, and this feels stupid and like a chore. It feels like something I ought to not have to do. It feels like bad design. Allowing Clerk POPs to auto-migrate to take better Jobs elsewhere would remove that problem.
