What does this number mean?

Does it mean that AI prefer landed, then wealth, then suffrage and will try too avoid none, or is it the other way around. :)

this system does not work as it should. Even if you give such values:
25.00 #None
20.00 #Landed
15.00 #Wealth
0.001 #Suffrage
AI always changes goverment policy to Suffrage, even though this option has so small number(this applies for any other goverment policy). That's why i'm using multiple ai files for prussia and austria.
