Right now the Austrian AI choses to deny the referendum most of the games I play as Hungary. My friend who played as Germany in two different games got denied the Kaiser both times. And lastly most games the Chinese accept the Marco Polo Bridge Incident and give the land to the AI.
So I think the probabilities for a few or even most of the events are completely swapped.
I think it has something to do with the anti save scumming mechanic they introduced in the last update.
