Take a deep breath and ask yourself, when has game AI ever been good?

In any game?

We all wish it was better, but it is what it is. Hopefully at the highest difficulty it should proved a reasonable challenge.

Stellaris for instance is ridiculously easy on Insane tho...so who knows.
 
You need rules to make AI.
Rules are still up to change, since after release pplayers will find all broken combos on every nation.
So investing heavly in AI now will make rework in future. Waste of time.
The good thing is that if you are a very bad Soviet Union you still could be beaten by AI Reich. Good times.

In most games "hard mode" means "AI cheating".

nonesense, a bad battle is a bad battle. Sacrificing thousands of men in an attack that is not progressing and has little chance is a bad decision anywhere on the map.

It still might be historical for Germany to lose more men attacking a well-defended France than most players would tolerate; Hitler anticipated that the Battle of France would result in over 1 million German deaths, not just total casualties. Not reasonable, but if he was willing to make that sacrifice it would be plausible he'd keep at the offensive before deciding to pull back a bit.

That said, better AI is still a must, but will doubtlessly come in patches as players speak up about any bugs they find and improvements they could recommend.
