I'm playing DV3.2b with DVIP. When the add_next_advance effect fires in a character event, the province gains the level 2 advance if it does not have any advances of that family. It should gain the level 1 advance instead, yes?

Not according to event_effects.txt: "type = add_next_advance value = [advance type] Note: Gain next advance in the same group as "advance type"."
Given that you can only call it with an existing advance, the minimal level this event can grant is the second level advance.
 
Yes, but no matter which tech from the group you use to call the event you always get the first one you don't have, starting from the second.
Example, using the castles tech group, calling the event in province x will give you:
Small Castle, if it doesn't have any advances or if it has hill fort.
Medium if it has small.
Large if it has medium.
Huge if it has large.

Whichever tech in the castles group you use to call the event, the result is always the same. So there's no way to ever get Hill Fort using add_next_advance. That was what i was trying to say, even if it was almost a year ago...:) If it could give the first one, and be a province event, it could simplify a lot the tech events...
Maybe in CK2...;)
