When will it be ready?

Gimme about 6 billion USD (FY '09) and access to a few kilograms of plutonium and it can launch by 2020 . Then you'd have to wait another eight years for it to reach Saturn.

Funny thing, the *actual* version of this mission under development by JPL failed to be selected for flight development a few weeks ago, in favor of a Europa mission instead. So in the real world, we won't be going to Titan any time soon. Their design has...issues...though, so its probably not a bad thing.
