I am pledged to the current crusade, though it hasn't started yet in this screenshot (I still have the option to create these crusader states after the crusade starts though). My liege, the King of Germany, is the target of a Shia jihad for Egypt. The game is offering to let me create crusader states in the duchies of Transjurania (which is my primary title) and Thurgau, in which I hold all the counties personally - this is presumably why it thinks I have occupied the entire duchy.
