Main species get 'transcendent awakening' living standard despite being psionic.

I have no idea how it's occurred, Few years after acquiring transcendence perk i noticed that i have 5 pop sub-species without psionic trait. Maybe it happened after colonization or something. As usual i switched their citizenship to 'Assimilation' and after unpause they almost instantly merged with main psionic branch. That surprised me, but maybe i was near end of the month (for calculation) so i didn't paid much attention. I also did gene modding shortly after (of whole race, when they merged back to one).

Some time after that (at least few years) I did notice an unusual high income of food. I was surprised how efficient my few farmers was, but then i realized: there is no food consumption at all - whole race (and i didn't had any other species at that time) didn't consume neither food nor goods, they just did consume whatever need for their work (like mineral for alloys). This is when i did find they stuck in transcendent awakening, despite having full citizenship! More than that, while option for switching to usual living standards was available, after picking one it's instantly switched back to transcendent awakening. Also, at the time I did start my xenophile shenanigans, so i got a few xenos here and there in my empire. They work as usual, but somehow begin to completely replace my species growth. None of my planets have a growing pop of main species.

And if this is not enough - event species 'Azazians', that i got at the same time somehow completely disappear from galaxy, despite still showing in race list with 0 pops. I should mention that i also genemod them shortly before their disappearance.

Writing to confirm this bug, and provide a work-around.
I have encountered the exact same problem, my Founder Species (Human) was stuck in 'transcendent awakening' living standard.
Here are the steps I used to work-around this problem:
  1. Open the 'Species' page
  2. I selected the root (original, non-psionic) Founder Species > Set Rights > Changed 'Citizenship' FROM 'Assimilation' TO 'Full Citizenship'.
  3. Then I selected the second (modified, psionic) Founder Species > Set Rights > ... and now I'm able to change the species 'Living Standards' FROM 'transcendent awakening' TO 'Utopian Abundance'
Encountered this issue in version 2.7.2 (Build ID: da492cf) no mods installed, with following DLC installed:
Lithoids Species Pack, Ancient Relics Story Pack, MegaCorp, Apocalypse, Utopia, Distant Stars Story Pack, Synthetic Dawn Story Pack, Leviathans Story Pack, Humanoids Species Pack, and Plantoids Species Pack.

Have the same issue. Also with synth ascension. Main species stuck. With synth I don't have the original pops anymore so cannot put them back to full citizenship. I think this is a larger issue. Very very annoying for ironman as I cannot just console-magic my way out of it. Also every time I try to change back to whatever living standards I want, it is given as an option, and then jumps back and I cannot change for 10 years. I doubt anybody of substance will read this but this is one of the most annoying bugs in the game. Any assimilating playthrough = -25% happiness.
 
Writing here to confirm: Had this happen to me on 2 separate playthroughs now on the current patch. The workaround posted above also does solve the problem, but still means you have to wait 10 years if you tried to change the living standards of the bugged species (since it lets you try and activates the cooldown, but immediately reverts to Transcendent Awakening) and that you cannot effectively assimilate your founding species.

Makes Lost Colony a really messy origin.
 
v2.8.1 and I encounter the same bug.

The workaround fixes it. If your game is non-Ironman, you can use the console command free_policies to ignore the ten year cooldown. Toggle it on, make your changes, then toggle it off.

As a fourth step, I was able to go back to the root species and place them back on Assimilation rights, and the psionic species did not bounce back to transcendant awakening. Yet. It's been a few month ticks and so far so good.
 
v3.0.2 - the bug is still here. For me it's basically gamebreaking - most of planets have red stability, especially those specialist oriented (I have slaves+robots to toil the fields) - thus drastically reduced alloy production. And they stopped breeding - so I am getting flooded with semi-useless slaves (not entirely useless obv, but since my main species actually don't eat...I don't need slaves to toil the fields THAT much). Oh Paradox.... o_O
