This has been occurring for the past two months since the final days of August, starting around 23 August, 2015. When the game is loading, everything goes normally. That is, until it reaches 'Loading Flags'. That is when the game completely becomes unresponsive. On the many relaunches that have been done, the game has gone through saying the regular 'Loading Flags' to 'LOAD_FLAGS' and 'PROC_FLAGS'. Happens regardless if in fullscreen or not. Possible cause is how some flags are listed as '1.000000'.

Using all DLCs, though the bug doesn't seem to take DLCs into account, occurring even when all are off.

No mods.

How to cause: launch the game.

Only way to get around is to use mods that completely replace Flag files, such as CK2Plus. Still unstable, as the game has a good chance of crashing to desktop, whether in fullscreen or not.

Using a MacBook Air (11-inch, Early 2014), 1.4 GHz Intel Core i5 Processor, 4 GB 1600 MHz DDR3 for memory, and Intel HD Graphics 5000 1536 MB for graphics.

P.S. This may be an issue with how the Mac reads the files, because I have mentioned the '1.000000' thing, and it seems to work fine on Windows.
 
This sounds very much like a Tech Support issue! You should ask in that forum for assistance, but among the most basic things to try is reinstalling your game entirely and deleting anything in your Documents folder.

I'll just wait for the expansion and the subsequent patch that'll come with it.

That won't help, as your problem is not a game bug.

Please do a full clean re-install:

- move any valued save games elsewhere
- "delete local content" in Steam-CK2
- manually delete all files and folders left under Steam/SteamApps/common/CK2 AND Documents/Paradox/CK2
- re-install game in Steam, run a Steam Verify when done.
- start the game with no mods active and test

File Locations on Mac OS X
The executable is in ~/Library/Application Support/Steam/SteamApps/common/Crusader Kings II/ck2.app
The user files (settings.txt, error logs, saved games, gfx) are in Users/<UserName>/Documents/Paradox Interactive/Crusader Kings II/
To see ~/Library/ go to the Finder, hit command-shift-G (ie Go To) and type in ~/Library/ .
