Had a similar issue with another game, the problem was that another application was accessing the game's files (it was a modding tool for the game)

That's pretty clearly a Steam or Windows problem, as mentioned above. Does a simple reboot get past it?
no, off/on the computer didn't work, uninstall and reinstall while still having the mod didn't work, unsubscribed of the mod and than uninstall/reinstall on going
Please do a full **clean** re-install:
- move any valued save games elsewhere
- "uninstall" in Steam-CK3
- unsubscribe from ALL mods in the Steam workshop for this game
- manually delete both the Steam/SteamApps/common/CK3 AND Documents/Paradox Interactive/CK3 folders - In particular make sure there are no files or folders left under either the Steam CK3 or Documents CK3 locations, before installing again.
- re-install game in Steam, run a Steam Verify when done.
- add CK3.exe to the exceptions list of your antivirus app; ESPECIALLY if you have Windows Defender, add it to the Ransomware "Apps Allowed Through" list.
- start the game with no mods active and test
Doe sit work okay now? If so you can then start subscribing to mods again, but ONLY ones that have been updated to work with the 1.9 patches.

"uninstall" in Steam-CK3 was done 3 time
unsubscribe from ALL mods in the Steam workshop for this game : done a long time ago, at the second uninstall to be precise

ho, just noticed i had badly readed it, only supressed all document of ck3, not all the document paradox interactive one, but if it work, it work
Steam cannot be expected to help with specific game problems, only with their accounts or client. They can hardly be across all possible problems for the thousands of games they host!
