I think the construction time should vary between the size of the province. Building a level of infrastructure on Kenya should take much much longer than Gibraltar right?

Perhaps some terrain should make it cost more/less. For instance building infrastructure in mountains is probably harder than on a plain.The physical capital that infrastructure represents doesn't need to cover the entire geographic area.
Infrastructure in HOI4 only needs to cover the major population centres, trunk roads, power generation facilities, key resource deposits and connections between them. Vast wilderness doesn't need infrastructure.
These infrastructure assets could be relatively close together in large states. Meanwhile in small states, they may be close together but separated by difficult terrain.
