I installed Stellaris on Windows 11 by Steam. The launcher always warnings this. Also I cannot create or update mod. How to fix it?

Launcher version: 2021.10-rc3
 
I see you are in the beta of the launcher, which is actually older than the non-beta at present. Please opt out of that beta.

If that doesn't help, in this folder are some .log files:
C:/users/<UserName>/AppData/Local/Paradox Interactive/launcher-v2/
Please attach them here.

No issues evident in those files I'm afraid.

You still get that same error as above? Does it show by itself as the launcher runs, or when you go in to look at mods, or when exactly?

Are your mods subscribed in the Steam Workshop or the Paradox mod site?

Either way, do the mod files physically exist here?

This error has been occuring since I upgrade to Windows 11, about half year ago.
Launcher update failed occurs at launcher interface window created.
Mod upload failed occurs at upload mod button clicked.
There isn't create mod button, why?
I subscribe mod from steam workshop, and I can also upload my mod to workshop, on my another desktop PC which is still Windows 10.
So the question is, why does it occur on Win11 and disappear on Win10?

I have no Create Mod button either, and I'm on Win10. Are you saying you do on Win 10?

On your Win10 machine is your launcher the beta one you show here, or the non-beta 2021.10?

This shot is on my Win10 PC. All work well.
 
Ah, I see now - that CREATE A MOD button does not come up until you ht UPLOAD MOD first. I've never looked into this area before! That works for me on Win10.

So we have two variables here - Win10 vs Win11, and launcher 2021.10 vs 2021.10-rc3 . Hard to say which is more likely the cause !

In Win11 make sure all these .exe files are allowed through the firewall:

stellaris.exe and dowser.exe (in the Steam Stellaris folder)
C:/users/<UserName>/AppData/Local/Programs/Paradox Interactive/launcher-v2.2021.10-rc3/paradox launcher.exe
C:/users/<UserName>/AppData/Local/Programs/Paradox Interactive/bootstrapper-v2.exe

If it is the same as the Windows Defender one in Win10 (I don't have Win11 yet to see) you need to allow then in both the Public and Private domains in that app.
 
I closed firewall, and the result is same.
rc3 is beta version, does it mean Win10's newer than Win11's? has Win10's been updated?
Now the question is back, why cannot Win11's update?
 
Something is wrong with the launcher for sure, everything worked flawlessly with the previous version 2021.10 and now the install of the new launcher version fails, no matter what. Retry, fails again. Friend in another country has the very same problem tonight.

When will PDX finally look at their end for the launcher problems, instead of ours? "check your internet connection" what a bad joke, what do you guys think where the launcher update was drawn from... Ever since this v2 of the launcher has been released, it did nothing else than to hinder me play stellaris, to cause all sorts of trouble, and many many hours of deleting folders, creating alternativ path entries and copy-paste. What a piece of (no i dont say it) software... Let alone the path / folder mess they create on my C: drive, stay the hell out of my OS harddrive, and let me choose a path where I want to install my games, and where I want to install that launcher. Let me opt out of anything that would be created on a C: drive - is that really so hard? Is it?
 
At least, the damn launcher itself knows what the very problem is. See picture attached! So true... And now dont you dare to ask me I shall attach my logfiles - how about fixing your server first?

2021.10-rc3 is actually older than 2021.10 . I don't know what functional difference there is, sorry.
