Yes, I'm afraid your Intel 4000 video system is well below the published minimum requirement:

UserBenchmark: Intel HD 4000 (Mobile 1.25 GHz) vs Iris Pro 580 Skylake)

Unless you have access to a machine that meets those requirements, please seek a refund from where you bought the game.

but the other guy had the same problem with intel 3000 and he says that the texture was fixed after the second patch. do you think that if ill download the second patch too it will work?

I mean the game is playable if you ignore the wrong cubics on the texture such as waters in the midst of non water terrain and a lot of quadrate hills so thats why it feels like an incorrectly reading fails problem. its not freezing so much and not lagging like hell. pretty playable if the texture bugs fixed.

The current game patch is 1.2.2 which you should already be on.

You could certainly try reducing the game's resolution and graphics quality settings, it's all that can really be done.
