Why can't I create feudal vassals if I am nomad?

I wanted to create a king-level feudal vassal then grant him independence. To create an AI Reformed Tengri kingdom but a feudal one. Except I just can't grant anyone county-level titles. Is there a way I don't know about? If not why is there a restriction like this? I am really bummed out about it.

You'd need to get a character with a claim either through marriage, or inviting to court, get them converted to Tengri, then press the claim.
