I bought Victoria complete during the Black Friday sale and registered it with Steam. I downloaded the Steam app and Victoria 2 and 2 add on games were there to be downloaded, but Victoria Complete wasn't Anyone help?

Have you tried restarting steam? I've been having an issue lately where if I buy games or DLC I need to restart steam to force the downloads.
