Rather than reading through every mission tree what nations have PUs ? im sure Austria is the leader in this but what other nations have alot of PUs with their missions or even a high chance of a PU ?

Yes, Austria is no longer the leader in that regard since latest 1 or 2 patches.
From Lunar Spark's list, you could probably also add Provence. England instead of Great Britain, since their continental path also has tons of PUs. Poland is also missing in that list.

Obviously Spain and Austria are on top but Bohemia and Hungary have nice PUs. Bohemia has missions to easily get Hungary, Saxony, Brandenburg, Poland(and Lithuania if Poland has PU) and is one of the easiest besides Austria to form the Holy Roman Empire vassal swarm. Hungary can get Austria, Bohemia, Poland(and Lithuania if PU), Moldavia as a March instead of Poland getting it and a couple others I can't remember. Aragon can get Castile and Portugal and already has Naples. Persia can make vassals with Zoroastrianism. Ottomans can now form eylaets which are vassals that don't take up Diplo slot. I think Brandenburg has missions for PUs but not sure.

Wait, is this a thing? I just finished a zoroastrian Persia playthrough, and the only zoroastrian thing that I found close to what you're saying is the government unique diplo ability to invite other tags to convert to zoro. Have I missed something?

It's called sphere of influence. It's the Diplo slot on the Zoroastrian religion page.
Provence may actually be the nation with the most PU opportunities. Through it's missions it can PU; Naples, Aragon, Hungary, have the same dynasty as France, and start with PU with Loraine.
