In my current game I wanted to edit the savegame (giving for example cores in the soviet unions turkmenistan to PERsia) and wondered about "warentry".

I know that warentry is supposed to be a percentage and when it reaches 100 that a democracy can declare war.

However in the savegame even Germany has a warentry of 135.000 and Chile (after having ceded the province of Antafagosta to Boliva through diplomacy) has a warentry of 1116.000

Has "warentry" any meaning for non-democratic countries? Or does simply any country has a warentry and it´s just meaningless for non-democratic countries?

Has a "warentry" of more than 100 any relevance? Especially the 1116 of Chile - does that mean Chile has a 1116% chance to declare war on Bolivia? Or do values over 100 just mean that the AI will declare 100% certain war but much faster?
 
I think it is mostly there just to keep track.

One never knows if some event will turn the nation democratic, and then it is good to know if the population is ready for war.

I might be wrong, though ;)
 
i'm not sure about this, but i tend t agree with Nikolai, and i would say that everything more than 100% is simply useless, or meant for events which decrease war entry.
