Victoria II Heart of Darkness Shuttering Problem?

I have Victoria II Heart of Darkness and when I scroll the map it shutters. My computer is very good for this type of game (GeForce GTX 650 graphic card, FX-6300 processor, 8 GB RAM, 1 TB hard drive). It did not shutter with the original game or House divided, only with HoD is there problems.

NOTE: I have all updates and this shuttering starts from the very beginning of the game.

I just want to know if there's a fix or something?

I'm having the same issues, the game ran fine before HOD but now the framerate really tanks.
I've tried to change graphics options but they don't seem to have any impact on the framerate.

Unfortunatly I haven't found any solution to this problem. I wonder if there are more people with this problem.
