So I started a game as good ol' Basil and I noticed with an Imperial government I can't hand out viceroyalties, even though I have all other pre-reqs.

Is this an intentional change or just a bug?
 
That definitely sounds like a bug! You should be able to and I need to check to see if I can when I get home.
