Trying to custom ministers but met a weird coding issue

I am trying to figure out the concept of custom ministers. I tried to find some previous related discussion posts but they do not seem good.

Then I spent lots of time and I almost finished my code. But there is a little weird code issue that I do not understand. I appreciate it if anyone could attach me a link that is a full tutorial on how to custom ministers because I can not find it.

I will attach the code at the end of this post. And I am using the Black Ice 11.3.5 mode. Now, here is what I met.

I aim to add some new custom ministers for BRA, I try to code under the \common\countries\Brazil.txt (of course it is black ice file).
But nothing came out no matter what I did. Then I copy the same code in another country, I tested the code in JAP, Afghanistan and Canada, and the code is working normally, like the attachment show. I have no idea what happens. The code seems to just not work in BRA.txt.

The reason why those codes are similar is that I am testing the relationship between the ideology of ministers and the ruling party. In detail, looks like the ruling party would determine which type of minister can be selected. For example, if the ruling party ideology is autocratic_charmer, then looks like only someone who has the ideology of autocratic_charmer, fascistic and national_socialist can be selected. And I believe the ID number is fine, it should be working normally. The picture working fine as well.

Ah... I am so glad that someone can tell me what is going on...? I would much appreciate it if anyone could give me some suggestions or advice.

So, there's a file that dictates which are allowable political parties. Check that you have allowed that particular party in that particular government.

Also, make sure that the ideology is correct. Unless you generated the 'autocratic_charmer' party/ideology, it won't work.
