I've created a flag pack for Victoria (that I will port to Victoria 2 and possibly VIP at some point), which I've dubbed the "Synchronous Flag Pack" because the goal was to have time- and country-appropriate symbolism on each of the flag types for each nation.
The pack comes in three styles, each with a different type of shading/distortion of the flags; I've used Germany, the USA, and Great Britain as examples below.
Classic Victoria style:

And a "draped," EU3-influenced style:

Installation is simple; just copy the contents of the archive into your Victoria folder, and it will replace the default, in-game flags, which are in "/Victoria/gfx/map/shields" for the big flags and "/Victoria/gfx/map/flags" for the flags that fly above the units.
