Description
Specialist pops unemploy monthly even with jobs to fill v3.12.1 (73e4)

Game Version
v3.12.1 (73e4)

What version do you use?
Steam

What expansions do you have installed?
First Contact

Do you have mods enabled?
No

Please explain your issue is in as much detail as possible.
Part way through my game, pops, specifically specialist pops started unemploying themselves from their jobs even when more are available on multiple planets, even if I force priority for certain specialist jobs they will only temporarily re-fill there jobs for a month or less and then unemploy again. Can't get them to stay in their jobs as it just kind of fluctuates where they rejoin and then quickly leave. Seems to mostly happen for the factory specialist jobs

Steps to reproduce the issue.
Pops employ and unemploy themselves constantly claiming themselves as unemployed specialist pops even when there are jobs available for them on planet

I had this happen to one of my planets. It was the Industrial district doing it, and it was switching back and forth between Commercial Goods and Alloys. With 5 districts it should have been split 5 / 5 but it was forcing only one type of job every other month. Annoying as hell, I just had to give up on that game.

This is also happening with me.
I have all of the DLC, no mods.
I'm running on Steam, version 3.12.1
My specialists working on consumer goods and alloys (and maybe my enforcers, too) are unemploying themselves every month, even though there are jobs available.

I only started noticing it happening AFTER I ascended into cybernetics, but I'm not sure if that's related.

I have attached my save file.

Hello!

Thank you for the report!
We have added the issue to our bug database.

I can suggest a temporary workaround while we work on the issue. From my observations on the save file you have provided, pops that become unemployed are all specialists working your industrial districts. This happens because all your worlds are set to automatically select a designation for the planets, the AI is trying to balance your resource income, and keeps switching from a Forge to a Factory focus, and vice versa. When a focus is changed to either of those, the balance between Metallurgists and Artisans changes, and pops are temporary forced into unemployment. By manually selecting a focus for a planet you can stop the automated system from going back and forth, and it will give you more control over the resources you are generating.
