Steps to reproduce​

pick sweden,put green grass on all states,raise sol,wait multiple mass migrations and get the bug

if you have multiple(more than 1) mass migration targets in your states,no any targeted state has any migration,only the neighboured state can get the migration

i removed green grass in norrland,still 0 migration in other states and lesser migration in norrland,maybe causing loss of population generally.

gotaland target stoppped still getting migration on non targeted state(norrland) (( still zero migration on the other states ))

i think i found the issue,scottish mass migration on svealand,but no accepted scottish community on svealand so there goes to migration to accepted state which is gotaland in my game,yet we have arpitanca mass migration from france to scania,and i have 0 state that have arpitanca communty so we have 0 migration from that mass migration target,i want to ask if this transaction causes to loss population(like migrate from x and never have place on y so loss of general population)

yeah its definetly about the communities yet the problem is,no matter the target state,if the target state doesnt have the migrated community,migrated community starts to migrate other neighboured states which is dont have anything about the targeted state,if the targeted state doesnt have the that community(mb community limit on that state?? ) which makes migration to accepted neighboured states and if there is any hard limit to max communities in a state and if that happens i dont know how this will proceed.

** ps . gal migration from england to svealand,yet no acceptance in svealand of gal community which is odd because of the targeted migration,migration continues to other neighboured states.
