So I started as Zemgalia and managed to form up Kingdom of Lithuania and then reform the Romuvan faith, all in the lifetime of the first ruler. We've just gotten our first Holy Order, but the leader is Catholic. Should I be reporting this a bug? It seems a little heretical but, hey, maybe the Romuvan faith is really accepting of other religions.

That's pretty interesting, i only saw wrong religionist hochmeister only when i pushed his claim or granted him the title. How exactly your situation happened? Did he get generated this way?
 
If you're not playing Ironman, killing the current holder using console solving this bug(new holder will be reformed romuva.)
I am playing ironman, but there's other methods:
  • Assassinate him (risky, in that you can gt negative rep)
  • Excommunicate him (low risk I think, as only their family members dislike that, and these characters are normally in family lines with only them as a member)
  • Wait for them to die naturally (no risk, this is what happened for me)

Yeah he was generated that way. That's what I found weird about it. His successor is correctly Romuvan faith though, so it appears to happen only on the first one.
