I've been playing Victoria 2 for the better part of a year now, maybe a bit longer, but this is one element of the game I don't fully understand.
I know the benefits of releasing a puppet state. However what is bugging me is that when I play as Prussia and then create the NGF and then release the constituent members off one by one to lower my infamy, no flag shows up in the 'Satellite of' box.
Is this normal? Or is it a bug? Or is it a technological/ideological upgrade?
