I don't really find it quite fair that turning this off disables achievements. I am sorry if this has been answered before but why does this dumb rule exist? :(

Presumably for balance purposes.

Well I believe there was originally only castration and blinding for punishments and historically speaking you usually were released after those punishments. Humiliation also makes sense because why humiliate someone if you're just going to lock them into a cell again? I would guess mutilation and torture release prisoners because if they didn't it would just be a tyranny free execution method.

I know but sometimes they deserve more then what they get and I want to get achievements too. Example 1. Muslim nation, mother of another child kills heir so her child can become heir. I think there is some extra punishment to be dished out.

Many of the execution methods are quite painful and sometimes long. I know what method is random but if you get the rights one then they should be getting the punishment they deserve.
