Railroad and unit speed in 1.3

From strategic guide: "The movement speed of your Brigades is increased by the percentage Level of Infrastructure in the Province."

Is it true for 1.3? If yes - how RR inceases the speed?

In my game (1.3) after Russia built 1st level RailRoads brigades' speed increased by 16%. So it works in 1.3.
