Playing USA in a war against Mexico and I used a justification to acquire a state. I crush Mexico completely, and keep waiting for my jingoism to get high enough to add another war goal. Once I do, the only war goal I can add is to repay a debt. All the other options are in red, stating that I'll gain infamy if I try to add them. I don't care about the infamy but I can't add any of these other war goals. The proceed button is simply grayed out for all the other war goals. No tool tip explaining why I can't click proceed. Any idea what the problem is? I have more than enough war score for any of them.

Definitely your jingoism. Check your pop's issues for jingo. Needs to be higher than 6 or 7% to add war goals without justification.
