New Divisional icons in VIP?

I saw some new divisional icons used in the AAR about Prussia by Robou

Are these part of VIP?

if not, does anybody know where to get those?

I have tried to contact Robou but he doesnt answer - Does anycody know those divisional icons and where to get them if not part of VIP?
